The authority responsible for the administration of air traffic services provided for civil aviation is the Organisation LVNL under the authority of the Ministry of Infrastructure and Water Management.

The air traffic rules and procedures to GAT in the Amsterdam FIR conform to Regulation (EU) No 923/2012 (SERA), Annex 2 and 11 to the Convention on International Civil Aviation and to those portions of the Procedures for Air Navigation Services, Rules of the Air and Air Traffic Services and the Regional Supplementary Procedures applicable to the EUR region.
Additional provisions are indicated hereunder; where applicable references are made to the relevant ICAO-publications. Differences to these provisions are detailed in GEN 1.7.
Air traffic services mentioned in paragraph 3 are provided within the airspace encompassed by the Amsterdam FIR.
Within parts of the Amsterdam FIR, the responsibility for providing air traffic services is delegated to adjacent states by means of bi-lateral agreement. Details are listed in ENR 2.2 paragraph 1.
Where used in the procedures, the terms mentioned below will have the following meaning:
Flights conducted in accordance with the rules and procedures of ICAO.
Flights not conducted in accordance with ICAO rules and procedures and subject to specific rules and procedures established by the Ministry of Defence or the Ministry of Infrastructure and Water Management .
Flights conducted by a state aircraft for reasons of national security.
Airspace of defined dimensions, alphabetically designated, within which specific types of flights may operate and for which air traffic services and rules of operation are specified. ATS airspaces are classified as class A to G (for more detailed information see ENR 1.4).
Air traffic services in the Amsterdam FIR are provided as follows:
Air traffic control service in the Amsterdam UTA and in the CTAs, TMAs and CTRs is provided by the appropriate air traffic control unit (see ENR 2.1 and AD 2.17).
When changing communication channel to Amsterdam ACC, the initial call shall include callsign only. When a speed or heading has been assigned, this information shall be included in the initial call.
Before taxiing for take-off, the pilot shall ensure that the time used by the aircraft systems is set and checked by synchronising it with GPS time (corrected to UTC). The synchronisation shall be carried out with the aircraft's aviation approved GPS device.
If the aircraft is not equipped with GPS and the pilot requires the current time (UTC), the pilot shall ask ATC for a time-check.
Flight information and alerting service in controlled airspace is provided by the appropriate ATC unit (see paragraph 3.2)1).
Flight information and alerting service to GAT outside controlled airspace is provided by:
a. | Amsterdam FIC: | below controlled airspace, except in the areas under b, c and d. 2) |
b. | MILATCC Schiphol: | below the Nieuw Milligen TMA and Lelystad TMA's. |
c. | Beek APP 3): | below the Maastricht TMA 1. |
d. | Eelde APP 4): | below the Eelde TMA. |
Aerodrome flight information service (AFIS) is the term used to describe the provision of information useful for the safe and efficient conduct of IFR operations at those uncontrolled aerodromes designated for use by international general aviation. From the information received the pilot will be able to decide the appropriate course of action to be taken to ensure the safety of flight.
In order for pilots to be able to readily identify the status of the service they are receiving, the call sign "Aerodrome Information" following the name of the aerodrome should be used in aeronautical mobile communications to identify a unit providing AFIS, e.g. "Budel Aerodrome Information". This will avoid any possible confusion with a unit providing aerodrome control service, which is identified by the call sign "Tower". The word "Aerodrome" may be left out after initial contact has been established.
AFIS is available within the aerodrome flight information zone (AFIZ) during the hours of operation indicated in AD 2.3. The service is easily identifiable by the call sign suffix "Information".
AFIZ is an airspace of defined dimensions in which AFIS is provided to IFR flights.

For an IFR flight intending to depart during AFIS-operational hours an ATC clearance will be relayed via AFIS. Normally a "clearance expiry time" will be added to the clearance indicating the time after which the clearance will automatically be cancelled if the flight has not departed by this time.
Coordination between the operator and air traffic services is effected in accordance with Annex 11 paragraph 2.16 and PANS-ATM (Doc 4444-ATM/501) chapter 11 paragraphs 11.2.1.1.4 and 11.2.1.1.5.
Since the lowest minimum IFR cruising level on ATS routes (incl. national routes) is FL 050 and the highest obstacle in the Netherlands has an elevation of less than 1500 FT AMSL, at least 2000 FT vertical clearance is ensured above the highest obstacle within the Netherlands.
