SEVERAL CTRs OUTSIDE OPERATING HOURS CHANGED INTO RMZs

1 INTRODUCTION

In the Amsterdam FIR, service provided to VFR flights in a CTR outside aerodrome operating hours is limited to flight information service (FIS) and alerting service (ALRS). Implementing Regulation (EU) No 923/2012 states that air traffic control (ATC) service should be provided in a CTR. Therefore, the State's regulatory provision is not compliant with EU regulations. Current national provision could cause confusion amongst pilots as to the service they actually receive. Therefore, as of January 2018 the regulatory provision has been amended.

Outside operating hours of military aerodromes, the CTR will change status to radio mandatory zone (RMZ). This is also the case for civil aerodrome GRONINGEN/Eelde as well as the part of Maastricht CTR within the Amsterdam FIR and part of the Lelystad CTR 1 and 2. The airspace classification within the RMZ will correspond to the surrounding airspace, which is class C, D, E or G. Air traffic service will be provided as defined for that airspace. Outside operating hours of other civil aerodromes, the CTR is cancelled.

The amended provision is applicable to the CTRs/RMZs falling under the responsibility of MILATCC Schiphol as listed below.

The procedure for VFR flights to cross a CTR, or its corresponding RMZ, remains unchanged. Contact ATC on the tower channel. If there is no reply, then contact Dutch MIL Info for flight information service. Or alternatively, ask Dutch MIL Info for the CTR status.

For RMZ Maastricht and RMZ Lelystad, contact Dutch MIL Info on 132.350.

The AIP Netherlands will be amended accordingly.

3 WITHDRAWAL OF MILITARY AERODROME TRAFFIC ZONES

Due to a change in the Single European Rules of the Air, an aerodrome traffic zone (ATZ) no longer has the status of a protection zone for local recreational flying activities on military aerodromes. Subsequent to the status change of the CTRs, the Ministry of Defence has decided to withdraw all military ATZs. Recreational flying activities taking place from military aerodromes outside operating hours will remain published in AIP ENR 5.5 ‘Aerial sporting and recreational activities’ and should be considered as a navigation warning.
