This AIC-B supersedes AIC-B 07/05 dated May 26, 2005. The reason to issue this AIC-B is to inform about the changed manner in which Airworthiness Directives (ADs) are published.
CAA-NL has already informed the stakeholders about this with notification AA 2007-1, dated 15th February 2007, which has been distributed via the hardcopy subscription of the Sdu [publishing company]. On the 8th of April 2009, CAA-NL issued an information bulletin with the title “Airworthiness Directives Information” via e-mail to all contact persons listed in the Civil Aircraft Registry The Netherlands.
ICAO requires national aviation authorities to inform local operators of products when the authority of the State of Design of a product has issued an AD. Since 1993 the CAA-NL (and its predecessor the RLD) complied with this obligation through a monthly subscription system maintained by Sdu Publishers. In 2009, CAA-NL started with the publication of ADs on her website. CAA-NL stopped the publication of ADs in mid 2012 because the European Aviation Safety Agency (EASA) publishes the ADs for EASA aircraft as well.
The service CAA-NL provided, which was to inform the holder/owner of an aircraft under the EASA regime about the publication of an (Emergency) AD, has stopped. It is now the owner/holder's responsibility to make sure they receive all published ADs.
ADs issued by the CAA-NL which are applicable to aircraft outside the EASA regime (EASA Annex I and Article 2.3 Basic Regulation (EU) 2018/1139) will be send directly to the owner/holder. All legal provisions on ADs for amateur built aircraft, micro light aircraft and Yak-52 remain in force.
All ADs issued by CAA-NL until mid 2009 for Fokker F27/F28 aircraft (including engines and propellers) can be found on the EASA website. The ADs for these aircraft types are also available on www.myfokkerfleet.com.
