This AIC-B is meant to inform Dutch aircraft operators of the implementation of guidelines concerning the means of monitoring the area outside the flight crew compartment in accordance with EU OPS subpart S.
EU OPS 1.1255(c)(2).
EU OPS subpart S article 1.1255(c)(2) requires that means shall be provided for monitoring from either pilot’s station the area outside the flight crew compartment to the extent necessary to identify persons requesting entry to the flight crew compartment and to detect suspicious behaviour or potential threat.
This EU OPS requirement is applicable to all passenger-carrying aeroplanes of a maximum certificated take-off mass in excess of 45 500 kg or with a maximum approved passenger seating configuration greater than 60.
Dutch AOC holders are required to submit a proposal for the
implementation of these means acceptable to the Dutch Civil Aviation
Authority Netherlands (CAA-NL) at the latest December 31st 2005. This
proposal shall include details on the proposed means and procedures and a
detailed schedule of implementation.
As of July 1st 2007, all
aircraft concerned shall be fitted with approved means.
The guidelines are meant to inform the Dutch AOC holders of acceptable means of compliance with the EU OPS requirement. The guidelines are available on request at the CAA-NL.
